Changing User picture

When I try to change the User Picture, I am offered the standard batch of
graphics and a link: "Browse for more pictures".

When I click that link, the dialog box just disappears and I'm left at the
desktop as though nothing happened. Any ideas on how I can correct this
problem?

Interesting side note, when clicking the link mentioned above I am not only
left at the desktop, but my Quick Launch menu on the taskbar is made
visible.

Oh ya, I'm running a 32bit version of Vista Business on a Gateway Tablet,
C-142XL.
