When you have TCPChecksumOffloadIPv6 or UDPChecksumOffloadIPv6 and
TCPUDPChecksumOffloadIPv6 in the registry, if the user sets
inconsistently in these values like for example TCPChecksumOffloadIPv6
is set to "Tx Enabled" but TCPUDPChecksumOffloadIPv6 is set to
"Disabled", which values should the miniport driver take?
