I installed Update Rollup 1 for Windows 2000 SP4 on my Metaframe XP server.
After the reboot, when users log into Citrix and attempt to launch either
Outlook or Internet Explorer they receive a message that the application has
encountered a problem and needs to close. I tried rebooting the server
again, but this didn't help. I uninstalled the Update Rollup 1 for Windows
2000 SP4 and rebooted, the users were able to access both Outlook and IE
through Citrix without any problems.

I tried reinstalling the rollup to confirm that I was the actual cause of
the problem. After the reboot, the users experienced the same problem with
Outlook and IE. I have uninstalled the rollup and all apps are functioning
properly. Any help that you can provide will be much appreciated. Thanks.

The following errors are logged in the application log on the server:

I have seen that atricle but this does not appear to be the same issue.

Whose module is speedscreenapi.dll? Not Outlook.exe 's?
or Internet Explorer's

Is it a BHO? Then try using BHODemon (freeware from DefinitiveSolutions)
to disable it. If client OS is XPsp2 use its Manage Addons tool
(in IE: Alt-T,A)

If you don't want to do any diagnosis there is a dodgy looking "fix"
(registry hack) being promoted on various user forums.

(MSN search for
speedscreenapi
- first hit
)
