You've given me an idea. Internet Explorer and Explorer.exe are essentially
the same application. It's possible the source of this issue is some
browser add-on. Open Control Panel, open Internet Options, go to the
Programs tab, click the Manage Add-ons button, select one add-on, disable
it, click apply and ok, then check to see if you still have the issue. Do
this one by one to see if any of those add-ons are the source of this issue.
If this doesn't work or find the source of the issue, given that you already
tried to re-register as stated in your original post, I'd say we might be
looking at a reinstall of Vista. It can be installed over itself but if
that doesn't work, you'd be looking at a clean install. In either case, be
sure your data is well backed up.
