C:\Program Files\CyberLink\PowerCinema\Kernel\TV\CLCapSvc.exe
is the CyberLink Background Capture Service (CBCS) (CLCapSvc).
CLCapSvc.exe is related to CyberLink PowerCinema software.

Under what circumstances does it stop working?

I installed Cyberlink PowerCinema 5.
After this I have problems every time I log in to my Windows Vista Home
Edition. "ClCapSvc Module stopped working and was closed"

I reinstalled windows and the problem obviously disappeared.
I reinstalled PowerCinema again and experienced the same problem
again.
Seems to be a Cyberlink bug.

Yes, that's how it would appear. Perhaps their website or tech support has
updates or information to help resolve the issue.

I uninstalled the old media centre from HP (a cyberlink program,
preinstalled on my laptop when I bought the PC) and the problem
disappeared. PowerCinema works fine now.
