Clean Up Start Menu

Is there a way to clean up and rearrange, including making new folders in
the program menu? Thanks.

Edit the shortcuts and subfolders of these two folders:

C:\ProgramData\Microsoft\Windows\Start Menu\Programs
C:\Users\%UserProfile%\AppData\Roaming\Microsoft\W indows\Start Menu\Programs

Any changes made in the first one will apply to all users, changes made in
the last one applies to that user only.
