Clickable folders in Save As Address Bar?

I like the clickable folders in the Address Bar, but they don't seem to
appear in the Save As dialogue. Is this a feature?

It appears as whether they appear or not, depends on the program. Notepad's
Save As dialog uses them but other programs I checked with showed the save
as with the "Places" in the left hand column. Some don't even show that and
offer the standard drop down list only.

Programmers can modify their dialog boxes instead of using the "standard"
offered by the operating system. I suspect that explains the differences.
