Client issues with WSUS - REGULATION entries in log

I have a client on our network that is having issues with our WSUS 3.0 SP1
server. The log is referring to:

DnldMgr Regulation server path:
http://update.microsoft.com/v6/Updat...egulation.asmx.

DnldMgr * Update is not allowed to download due to regulation.

I do see entries for our server but I don't understand the above message.

Can anyone shed some light on this?

Try microsoft.public.windows.server.update_services instead.
