Is this a *new* client?

The reason I ask is because it's running a Windows Update Agent version that
suggests it has *never* been connected to any update source -- except,
possibly, a WSUS 2.0 Server!.

This particular build of the WUA shipped with WSUS v2.0 RTM, or could also
be installed if using the WindowsUpdateAgent20-x86.exe installer.

It would not have been found in any released version of an OS, or in any
service pack applied.

Sadly, the problem is not this client. The problem is at your server,
potentially impacting all of your clients, but perhaps only manifesting on
this particular client because the WUA is not yet updated.

The most likely cause here is that the "selfupdate" virtual directory is
missing from the "Default Web Site" and/or the "WSUS Administration" website
on your WSUS Server. If so:
1. Create a new 'selfupdate' virtual directory.
2. Set the pathname to "C:\Program Files\Update Services\selfupdate"
3. Enable anonymous access on the virtual directory.
