While the wsus client is downloading and installing patches, is there any
specific process that can be monitored to determine if the process is
completed or not? I have a nice script to watch a specified process but just
need to know what is running to make it work for user compliance notification.

Is there a way from a client side to know that a workstations current status
is 'up to date' with the WSUS server?

Command line options are best for this as I would intend on scripting it.
