I've just about done all the trouble shooting I could possibly think of and
find online.

a little bit about our topology, we have a disconnected network, so I have
an internal wsus that provides all the updates and an external wsus from
which i retrieve the updates. the platfor is win2k3 standard sp2/wsus 3.0 sp1
running on the default website port 80 no SSL with anon access. It's part of
a win2k3 domain.

the error is happening on one server only, but the issue with the content is
universal. looked at my windows update logs and found that it fails to
download the content @ http://server/content/A2/....exe

I go to that URL and get a page cannot be found, however, if I go up one
level to ..A2/ I can see the links in that directory just fine.

T/S I've done,

sqlcmd to re index the database on both internal and external sides,
wsusutil reset on the external side, then wsusutil export .cab .log
wsusutil import .cab .log on internal side
restarted the internal wsus

on the client net stop wuauserv, net stop wuauserv
wuauclt /resetauthorization /detectnow

nothing works. I really don't want to rebuild this wsus again, however, if i
have to I will. almost all of the troubleshooting i've done to this point has
been internal, not much has been done to the external wsus.

I'm assuming that since we're referring to client-side logs, that we're also
referring to the disconnected server as the target URL (http://server)?

Is this happening with only this EXE file or all EXE files generally?

Have you verified that the FILE referenced in that URL is physically present
in the ~\WSUS\WSUSContent\A2 folder in the filesystem?
If the file is not physically present, and you run a 'dir *.exe /s' command
from the ~\WSUS\WSUSContent folder on the disconnected server, do you get a
reasonable collection of EXE files physically present, or do you get none?
If none, what happens if you repeat the same check on the connected server?
