Clients not connecting to WSUS server

I have a WSUS server running on windows 2003 server. A total of about 123
clients of abouit 400 have connect by there self after pushing the policy to
tell them what computer group to attach to. The only way i can get the rest
of them to attach them selfs to the WSUS server is to go the machine login
and go to the windows update website and do the intial install on the main
page. then run two batch files which one deletes reg files for SUS the other
runs
regsvr32 /s wuapi.dll

regsvr32 /s wups.dll

regsvr32 /s wuaueng.dll

regsvr32 /s wucltui.dll

regsvr32 /s msxml3.dll

net start wuauserv

wuauclt.exe /resetauthorization /detectnow
After i do that they connect right up. The problem is i dont want to viste
all the machines do to not all of them are locally attached.
Any ideas would be great.
