Running cmd with elevated privileges allows the user to do dangerous thing
to the system you can mess up such that you need to reinstall. Because it is
so dangerous Vista requires the user to explicitly request the elevation of
privileges.
Don't hit the Carriage return after typing in
cmd
Instead right click on the highlighted cmd.exe line under the first section
titled Programs.
It is here that you have the option to run elevated. The second line in the
fly out from right clicking will have a shield and say 'Run as
Administrator' left click that. You will be asked to confirm you want to do
this. Continue. Cmd will now run with elevated privileges.
