What type of USB adapter are you using?
I had similar problems with a Belkin.
I found a adapter that let me change the com port and even
when something else SUPPOSEDLY was using a port,
I was able to set it at what I wanted and it worked.
But I can't remember who made it, and I can't seem to locate
the adapter! Argh, I found my Belkin. I have a zipped driver for it
and here is a link to the chipset homepage.

All It says is PL-2303 chipset.
