As far as I know, there is not a way to compress a directory into a
single file via the command line in Windows XP. Is there a way to do
this in Windows Vista?

There are addons for WinZip and WinRAR for command line.

WinZip addon:
http://www.winzip.com/prodpagecl.htm

WinRAR addon:
http://home.arcor.de/lightsky/win2rar/

Oh there is a Z-Zip one as well, and that is freeware.

Also have a look at some of the unix ports

eg

GNU utilities for Win32
http://unxutils.sourceforge.net/

eg zip, gzip etc
