Except msg.exe is not provided in the Home versions.

The messenger service which sends messages on a network with this command is
now disabled. If you wish to enable it, go into services.msc and change to
automatic. Its a security risk though so be careful and know what you are
in for.

There is no Messenger Service for Vista and the Net Send command is dead.

There are 3rd party tools for Net Send.
