Comp restarts when i shut it down

hi. When i shut down computer, it gos through normal process and then a
blue screen appears and says physical memory dump, then it restarts
itself. Computer never shuts down. I have 32 bit vista installed on my
computer. its 500gb, 4gb ram, quad core processor, would the os i chose
be the problem ?
Please help im stuck

Try unplugging any USB printers and scanners from your machine, and then try
turning it off.

If it turns off okay after doing that, you need to go into the BIOS settings
and find the setting to allow USB devices to wake up the computer, and
disable it.
