Completely, 100% Meaning on the main contact list, and both the allow and blocked lists?
You'll need to delete your Windows Live ID, wait a few days for it to be fully removed from
the system and sign up again. You can remove your account here:

If you just mean the main contact list, besides right-clicking each and choosing Delete, you
can use Messenger Plus! Live's contact cleanup feature by installing Plus from
http://www.msgplus.net, opening up the main Messenger window, pressing the Alt key on the
keyboard to bring up the menu bar, choosing Plus! and then Contact List Clean Up. You can
then hold down shift to select all the contacts and choose Delete.
