Complex passwords for Server 2003 - Default message

I have a question I'd like to ask regarding complex passwords. Specifically,
when you enable the complex password filter a number of things occur that
affect the user and I'm familiar with most of what happens. However, if you
want to customize the message you receive (that your users receive) if they
do not enter a complex password, can this be done without using a custom
filter? From what I've read, it's best to stay away from customized password
filters and maybe go with a 3rd party product. The standard default message
is rather long and confusing to some. Is there a way to change this file so
you get a different message should a user put in a non-complex password?
