Hi,
If it doesn't even get to the point where Windows begins to load, then you
have a hardware failure and will probably need a technician to diagnose it
properly. If it's at least starting to load Windows, then hit F8 immediately
after the initial power-on (POST) to get the boot menu where you can try
safe mode.
