Computer is like stuck in low-power, or something

It seems like my computer is stuck in sleep mode. When I woke up today,
I tried to wake-up my monitor with a shake of the mouse, and it didn't
respond.

I tried a restart, and even then, the monitor still has the flashing
light, as if it were in sleep mode. I thought it might be the monitor,
but as soon as I unplug the monitor, I get the dancing image that says
the Cable isn't plugged in.

It could be the video card, but wouldn't the computer give some sort of
sign if something were wrong with the card. I know before, when I had a
problem with the V-Card, my computer gave me a bunch of distinct beeps
that were related to the card.
