It sounds like you're not turning the computer off, you're putting it into a
standby or hibernate mode where it will come up and ask you to log back into
your account. You can permanently change this behaviour in the Power
Options, "Choose what the power buttons do". You can also turn off the need
to log back in from standby or hibernate mode in the same place. But if all
you want is to see a logon screen, click the Start button then hover over
the arrow at the right of the power and lock buttons and you can log off and
display the logon screen with all users listed.
