Computer Startup Problem

When booting up my computer, it stops at the screen that says: Startup
Error. It re-boots several times from there and then it boots into the
desktop.

The start-up error indicates that I've had a hardware failure or change.

Recently, one of the USB ports and an internal card reader stopped working.

I have a Dell XPS 410 computer running Windows Vista Home Premium and is
1-1/2 years old.

I restored my system to an earlier time and it booted normally for a time;
but now's its back to re-booting at the Start-Up error screen.

How can I bypass these 2 items; so my computer will start normally?

Thanks
