You cannot boot the system and format the drive(s) which is used for booting
or the one the system is installed on (typically the same drive).
If you want to format a system drive then with XP you can boot the
installation CD and format the drive. You will loose all the information on
the drive and will need to reinstall the system as well as all applications.
If an earlier operating system like win98 then you can boot the bootdisk
(floppy) and format the drive.
In either case make sure you have the necessary install media, any required
qualifying product and the product key before starting. You also should have
any data you need backed up. You will not be able to recover it later.
