How to configure Vista to stop constantly accessing the Internet?

Vista continuously accesses the Internet. I have already disabled
NCSI. What else needs changing? The only time I want Vista to go
online is when I'm using email, using Usenet, or surfing. This
connection is causing my phone to be busy all the time. Currently, I
have to disconnect the Ethernet cable or shut off the PC to keep Vista
from connecting. Help!

Well, what you could do too is, Click Start > Network > open 'Network and
Sharing Center' > under 'Task' > click View Connections > right click your
Ethernet connection > click 'Disable' on the context menu.

Unfortunately, I don't follow this. The "right click Ethernet"
doesn't work for me.

I suspect there is some kind of service keeping the connection alive.
The Internet proxy log shows the following requested services:

1.0.164.194/wpad.dat

and

1.0.164.68

Anyone know anything about these (and how to permanently disable these
requests)? I know I can block it with the proxy firewall (on a Win
2000 PC) but configuring Vista is better. The Vista machine is new
with all the defaults except I have already disabled NCSI. Thanks!

I am using an Internet proxy (Win2000) server that controls an
external dialup modem. Locally, all the PCs are connected to an
Ethernet switch. When a PC has an Internet request the proxy PC dials
up the ISP. When there is 7 minutes of inactivity, the connection
times-out and ends. My issue is that the Vista machine constantly has
Internet requests (not good) and so the phone line is kept in a busy
state. This would not be an issue for broadband users.

Web Proxy Auto Discovery Protocol
It is asking the proxy server for information on how to configure itself.

There are options in tools/options/connections about proxy servers, you
might check there and see if you can disable 'automatic configuration' or
something like that.

I don't use a proxy server so of no more help.

as a quick fix - you could disable the network card when not required

which are recommended? PCTools locks up my computer whenever I get a
dialup connection - though they say it works with Vista

I've heard that others mess up your machine even after you've
uninstalled them
