Console Session - MS-Dos

When I try to run a command in MS-Dos I am getting a error message saying
"You must be an administrator running a console session.."

I am the only user on my computer and have administrator rights but do not
know what it means by 'a console session'.

Can anyone help please?

The command seems to require root access to the system in ways where it
needs to write to a particular part of the system. I suggest you do this,
click Start > type 'Command Prompt' > right click it and click 'Run as
Administrator' then run your command.

Andre da Costa told you how to get your program to run. For your other
questions:

There is no DOS in Vista, any more than there was in XP. There is a
32-bit command console (I suppose it's a 64-bit console in 64-bit
Vista). Command-line programs run there, but they can do anything a
GUI Windows program can do, including opening windows. Most 16-bit DOS
programs will run in the 32-bit console (I think 16-bit support is
gone in the 64-bit OS). DOS programs that try to access hardware
directly - which was legal in DOS - will not run in XP or Vista.
