Constant request to Reboot for Updates

HELP!! I'm about to pull my hair out!
After I performed an XP-Pro reinstall, I keep getting the Auto-Update shield
which keeps asking me to restart my computer for the last updates to take
effect. If I visit the Windows Update site, I always get the same update
available, KB922582- Filter Manager (It states that it contains 0k bytes.).
In the %Windows%\SoftwareDistribution\ReportingEvents.log file, It states
that this same update installed successfully. If I try Windows Updates again,
I get a 0x8ddd0007 error.
I have tried EVERYTHING recommended by Microsoft and the Tech help people:
- I deleted all TEMP files,
- I deleted the "BootRequired" key in the registry,
- I ran "Dial-a-Fix" to un/re-register all of the AU dlls,
- I insured that registry permissions were "Full Control",
- I deleted the %Windows%\SoftwareDistribution folders,
- I reregistered the Wups2.dll file (and even tried deleting it. This was
Microsoft site's main answer to the XP reinstall problem.)
- I ran (per Microsoft site) the Windows Update Agent (KB910437 or KB943144):
WindowsUpdateAgent30-x86.exe /wuforce
(this would NOT run because it stated that I had to "allow prior updates
to complete")
- I ran (per Microsoft site) KB927891, which would not run due to lack of
"prerequisites",
- I submitted "run sfc /scannow" successfully,
- .dll registrations per MS Knowledge article 555989 did not fix this problem,
- Performed actions detailed in MS Knowledge article 822798.

WindowsUpdate.log does not seem to be any help.
I know that very many Microsoft users have had similar problems.
HOW DO I MAKE THE "Restart Now or Later" shield GO AWAY!
WHY does Microsoft not fix this problem once and for all?!?!?!?

1. If the 922582 is listed in Add/Remove Programs, uninstall it & reboot.
(NB: the Show Updates option must be checked)

2. Download the update from the following link (SAVE it to your desktop; do
not Run it):
http://www.microsoft.com/downloads/d...1-3886AFDC6E73
(Validation Required)

3. Double-click on the saved file (WindowsXP-KB922582-x86-ENU.exe) to
install it.

4. Reboot.

5. Now follow the instructions in this KB article (ignore the title):

I could not install "WindowsXP-KB922582-x86-ENU.exe" (per your step 3) due to
the following error: The system must be restarted before installing KB922582
to allow some prior update to complete." This IS the problem. This message
always appears even if I delete the "BootRequired" key in "AutoUpdate" in the
registry. I cannot make the "reboot" AU shield in the tray disappear.

It would appear that 922582 was an optional for WINXP with SP2 and was
itself a cure for update problems(sounds familiar)

I hope I have not sent you off on a wild goose chase, but it seems you are
at the 'clutching straws' time :-)To me it would appear that if you have one
of these minifilter-based applic installed you might need this update - if
you don't, then you don't need it.I think I might go into WU Home and stick
it in the Hidden Folder for the moment - at least it wont keep worrying you.

KB922582 does appear to be a barsteward to download let alone install.But as
it appears to be straw clutching time how about

1. DL to a disc on another machine

2. Try installing off line and with all security disabled and nothing
running in the background.

I wish you the very best of good fortune in your quest for a solution.

I had hoped MowGreen might have joined this one - it had him pulling his
hair out, judging by the posts :-)
