If you have both blocked and deleted each other from your contact lists, you
should be able to right click the person and see if the option to Delete is
no longer grayed out. If you are able to select this option you will
permanently remove the contact. If it is still grayed out, the other person
may have blocked you but has not removed you from their contact list.
As for being notified when you block, delete, re-add etc. - no, as long as
the person is still in your blocked/deleted list, then you can move them
around all you like without them knowing. Obviously, if at any point you are
able to do the permanent delete, then you would need to re-add them as if
they were a new contact in the future.
