Content file download failed. Reason: Access is denied

Windows Server 2003 w SP1 installed.
When I select 'Change Approval' for any update I end up with a red X and a
Status of 'The files for this update failed to download'.

The Application Event Log shows:
Event Type: Error
Event Source: Windows Server Update Services
Event Category: Synchronization
Event ID: 364
Date: 8/11/2005
Time: 11:20:42 AM
User: N/A
Computer: SOFTWARE
Description:
Content file download failed. Reason: Access is denied. Source File:
/msdownload/update/v3-19990518/cabpool/windows2000-kb896423-x86-enu_8c43d6cf9d57e232504f0c552d9550cf8192fe47.exe
Destination File:
d:\WSUS\WsusContent\47\8C43D6CF9D57E232504F0C552D9 550CF8192FE47.EXE.

The SoftwareDistribution.log shows an entry like:
2005-08-11 00:14:48.429
UTC Error wsusservice.164 ContentSyncAgent.Download File
WindowsServer2003-KB896423-ia64-enu.exe: ActualState: 10; Step: AddFile;
Message: System.UnauthorizedAccessException: Access is denied.

The NTFS volume where D:\WSUS appears to have the permissions that allow
updates. Is NT Authority\NetworkServices the userid that is trying to write
the files to disk? What disk permissions does it explicitly require?
