Continued Errors 1402&1406 - no authority to write to registry key

Am I the only one out here that is having these error messages with Windows
XP & Office 2003 Updates or Windows Installer? Wherever the twain shall meet!

Can anybody offer any corrective advice on how to overcome this issue of
continually being unable to update or install software via windows installer
in Office or Windows XP.

My gut feeling is that this is an issue created by the latest Windows XP and
Office 2003 Security Updates.

Help ................. I can't be the only one?
