I am sorry you are hitting this issue. If this is Windows 2000, than
perhaps an inplace upgrade of your Windows 2000 system files would be
helpful. Here is a link:

Warning: This will take all system files back to the level of the CD from
which you install them. However, it might save a lot of time and frustration
trying to stabilize your system.
