control panel "change/remove" not effective

Win XP Prof (2002) sp 2 - - -Trying to re-install Quicken Premier 2005.
Tried to remove program using control panel. Install Shield Wiz stops
mid-way when change/remove keyed. Tried to Install using original QuickenCD.
Received message ---previous Installation must be removed. How can I clear
system of basic program without erasing data files?
