Right-click Computer and choose Manage. Open Services in the right-hand
pane. Double-click on SL UI Notification Service. By default, it's
Start-up type is Manual. Another service, Software Licensing, should be set
to Automatic. If Software Licensing is not running, click on Start.
Can you open Windows Update? If so, in your Update History, were there any
driver updates (non-KBxxxxxxxxx types) around July 11? Have you added any
program that may have added a control panel item?
