Control Panel doesn't show up in Vista SOLVED

Since yesterday I had this problem accessing the Control Panel in Vista, the
only thing I changed to the system was adding a Hauppauge TV Card. What
would happen is that when you clicked on Control Panel nothing would be
visible where the categories would normally appear, and sometimes it would
load blank and immediately quit. I found the fix here

the Windows Software Licensing service fixed it and I set it to automatic
from manual.

"Windows Software Licensing" service is set to automatic by DEFAULT in all
genuine Vista installations! If you've changed it to manual, then it's your
fault!

I didn't honestly, the only thing I`ve done lately is add the TV card it
must of been that - even since then I had the problem.

Right its been happening again, if I restart the Software Licensing service
it fixes it, untill the next reboot where I have to restart it again, I`m
thinking that I may have to delay the start. I tried setting a delay of 10
seconds by putting 10 into the parameters box of the delayed start but it
won't accept it, what do I need to put in there, what is the syntax.

I cannot start the licensing service on mine, I have the same problem
and my licensing service is set to Automatic. It give me an error
Windows could not start the Software Licensing service on Loca
Computer
Error 3: The system cannot find the path specified

The Error 3 explanation: it can't find the path to your BRAIN.

You've:

1) replied to a thread that has nothing to do with your problem
2) replied to a thread that died 9 months ago


YOUR problem is a classic case of PEBKAC.
