Control Panel Icon keeps reappearing

I have a strange error that keeps happening. I have control panel desktop
icon disabled but the icon keeps reappearing on my desktop and now has 2
copies of it reappearing. I remember seeing something about how to fix this
once before but searches have failed to find a solution

Hello David,

You might double check to make sure that the Control Panel is unchecked
in "Desktop Icon Settings" to see if that may be it. Toggling it on and
off may reset it to not show as well.

If not, then also see if there may be a Control Panel shortcut in
either the "C:\Users\User-Name\Desktop" or hidden
"C:\Users\Public\Desktop" locations.

Well actually I discovered that its not even getting put on the desktop. Its
just displaying on the taskbar as I have desktop as one of the taskbars open
on taskbar

Oh ok. You have "Desktop" set as a taskbar toolbar. I can right click on
a default desktop icon in the toolbar and click on delete to remove it,
but like you, it comes right back on it on.

I cannot seem to find where you can adjust this at either.
