Control Panel issues

When I click on the control Panel it opens up, but is blank. How do I fix it?

Some Windows Vista functions may not work, or Windows Vista may stop

I tried to open the command prompt as an administrator, but the Start Menu
just froze, and ended.

When you boot to Safe Mode (F8 on restart) you are elevated to full admin
rights.
