Control Panel not remembering settings

I set the view in Control Panel to Small icons, and size the window to
display 3 columns of icons. When I close & reopen, the view reverts (most of
the time, but not always) to Medium icons, and the window back to its
previous size. How to make these settings stick? I'm using Classic view.
