Control Panel not showing

At our school we are just starting to use Vista Buisness. On one of the
computers, the users control panel won't show up. It did the first couple
times, but now just flashes an empty box and nothing happens? Is this a
security setting? The user has admin privileges on the computer. Should I
jsut reinstall the OS and set up the user accounts again?

This is the same problem I have been living with for months now.

Icons are missing from Control Panel, or you cannot start
Control Panel, the Welcome Center, or games in Windows Vista:

I have one of the computers in question. When I go to Settings and click on
Control Panel a quick flash of a box opens and closes. This also happens
when I try to change my Display settings. I'll do a right mouse click on the
desktop and click on Personalize and nothing happens.

There is a 'hotfix' available from Microsoft Knowledge Base
(http://support.microsoft.com/search/?adv=1). In the 'for' field type in
"Control Panel does not open". Find your problem in the search results. They
will email you the hotfix.
