Control Panel, other apps will not work all of a sudden ...

Vista Business edition had been working fine for a few weeks. But upon
booting the machine this AM it would not run Windows Defender updates,
Windows Updates, open Control Panel, or run many other apps. IE7 was able to
browse the Internet across most sites however so it was not a networking
issue. Rebooting several times did not fix the problem, and a user cannot
open Event Viewer either to check the log files. Not sure what to even try
next to fix this one. TIA for any help or suggestions ...

Fixed it - the end user had turned of the Software Licensing and UPNP
services (apparently some site out on the Internet told them to do so).
Turning those services back on fixed the problem.

Not only was my SL not started, when I tried to start it the path could not
be found! I'd been toying with 3rd party registry cleaners supposedly
designed for Vista. BEWARE! Even my printer was missing as well as Display
Properties. I finally used System Restore to a point before installation of
these so-called cleaners. That was the ticket!
