Control Panel or Personalize won't open

control panel shows frame then just closes, personalize just thinks for a
few seconds and nothing happens. it was working yesterday what gives?
I can access control panel items through explorer menu fine

Fixed. Software Licensing service needs to be enabled for it to work WTF

Had the same problem, thanks for yr help. Ermmmm, so ya think they forcing software licensing to be on by disabling control panel? Very sneaky i'd say.
