When in control panel I am unable to bring up classic view. Nothing happens
when I click it. this has been since I uninstalled IE8 and I had to reset
IE7 to original defaults. Plus now everything having to do with internet is
sluggish, very very sluggish at times. Any suggestons

Run System Restore to a date prior to the onset of symptoms.

You installed a Beta which you should not have if you do not know the possible consequences

Post to the IE7 newsgroup with your issue with IE7 being slow after removing that Beta of IE8

Certainly Peter you may ask. May I ask your opinion of the main function of
System Restore if not to "restore" a computer to the state it was in prior
to installation of software.

Also note that I recommended a restore date prior to onset of symptoms - the
user may have incorrectly associated the problem with IE8.

Because System Restore will not fix everything as you believe. It will only fix the original files that was used to install and it will put them back to their original state. It will not fix a virus infected system nor will it fix Office issue as it will not fix IE that was returned from a Beta incorrectly . It will certainly not fix the OP's problem with IE7 after the uninstall of the Beta 2 of IE8.
