Control Panel won't open and can't print

I have a Vista workstation which occassionally will not allow me to open the
Control Panel and it can't print to a network printer. Additionally, it locks
up others in the print queue, but no jobs show in the queue. The temporary
fix I have found is to restart the Software Licensing service, but the "fix"
only last a week or so and then the problems reoccur.

I have seen similar symptoms described in KB936686, but I do not have Nero
InCD installed.

It sounds like your security setting are broken.
