Control Windows 2003 CPU usage

Hi,

Is there anyway to allocate CPU's to different apps? We have a Dell server
with 2 Quad core CPU's, we want to give 1 Quad core (4 CPU's/cores) to one
app and the rest to the server?

Maybe the Windows System Resource Manager can help?
