Controlling Access to USB based Internet Dongles

Dear Colleagues,

One of my customers asked me the following questions. please see if you can
help me out with some responses.

1. Is it possible to control access to USB based Internet Dongles through
Group Policy and also provide time based restrictions? e.g: after office
hours or when disconnected from the network such as working from home. if not
Group Policy, are there any other solutions?

2. Is there a solution to monitor and log what files are being transfered
from a user's PC to a storage device?
