You don't really want to go that route..
If not using the same Live ID in WLM in each account(user and admin)...
Export you contacts in the User account to a csv file(click Contacts in WLM, File/Export/Choose CSV/follow prompts to save the
file(remember the location)
Logoff the User account, logon the account with admin rights
Open WLM
Click Contacts, then File/Import
Import using the saved csv file.
If using a Live ID to logon to Windows Live in WLM, and the contacts are present in the 'user' account, use the same ID when
opening WLM in the administrator.
The above assumes that each account(user and administrator) have a name for each Windows profile(e.g. your name)
