Corrupt Data & Cannot Update

I run on Windows Vista Business x64 SP1

Okay, so I was updating a while back, and an update failed with an
error code. So I followed the error code in Windows Help and Support,
and it asked me to delete all the updates in my update folder and then
try updating again. I did that, and now update gives me the 80070424
code, which is access denied.
So, here are the solutions I tried:

sfc /scannow (cmd prompt was in admin)
It does find corrupt files, except it can't start Windows Repair
Service to repair it.
So I tried going into Services.msc to turn Windows Modules Installer to
Manual. However, since I technically "never updated", that is not in
Services.

Then I ran a disk check 9again, admin cmd prompt), and told it to try
to fix bad sector and errors. It rescheduled on next boot up, so I
restarted. It took about a good 1.5 hour to do the whole thing, and I
tried again, same error code.

I then tried to boot from a Windows Vista Business x64 SP1 DVD to
perform sfc /scannow from the disk, same error message as above with it.

Then I ran the same DVD while in Windows to try an Upgrade repair, and
it's asking me to uninstall Windows PowerShell.
I then try to do it under Uninstall Programs, then switch to Installed
Updates on the top left. Since again, I "never updated", it is not
there.
I also tried running:
start /w pkgmgr /uu:"MicrosoftWindowsPowerShell"
in command prompt (yes, admin), and it just lags for a second or two
before finishing, but nothing was printed out. I tried running updates
again, no avail.

I looked into my system32/WindowsPowerShell folder, and it is still
there. However, I do not know how to get rid of it. I tried messing
with the registry, but I don't know enough about it so I left that alone
after looking at it (it is installed, as the install value is 1). I
tried downloading a standalone x64 Update just for PowerShell, and it
says the update is not for my system, which is probably because it sees
that I have it. I tried bruteforcing and deleting the entire PowerShell
folder (not that it would technically delete it anyway, but I am out of
options). It can't be done because it is running.

So my question is:
Should I just go ahead and do a clean reinstall of Vista (really don't
want to, but will if I have to), or is there anything else I can do?
I am thinking maybe if I get PowerShell uninstalled somehow (maybe via
Registry?), I can Upgrade repair and fix the issue. Or, maybe if I can
get Windows Repair Service to start again so I can actually perform
repairs during sfc /scannow, that would help a lot too (although I think
the repair is limited and isn't guaranteed to be able to fix all the
corrupt files).

If anyone can help, I would appreciate it a lot.

Ignore the 8007 part to convert to a windows error message. It doesn't mean
Access Denied.

Error 424 (1,060) The specified service does not exist as an installed
service.

I've tried to install Windows Installer Agent. It tells me it
encounters an unrecoverable error while installing, and quits.

ERROR_SERVICE_DOES_NOT_EXIST BITS service is deleted.


80070424 usually means that the BITS service (required by Windows Update) is
not running.

Have a look at this articles. It may be relevant to your problem.

The above explanation was for a previous Version of BITS but, there has been
an update for BITS since Vista came out.

Is BITS disabled ? It can be set to Manual and the system will update
successfully but, will not update if BITS is Disabled.
Suggest you run the BITS Repair Tool to see if that helps resolve the issue
after installing the update for it:

It seems possible that your Windows installation has been deliberately
damaged by the Trojan so as to prevent you updating your system or removing
the Trojan.


It would be a good idea to scan.

I recommend downloading and installing MalwareBytes' Antimalware (MBAM) and
SUPERAntiSpywaяe (SAS).

Do a full scan with MalwaяeBytes and SUPERAntiSpywaяe.

Click Start, select run, type: regsvr32 wuaueng.dll
Use the Enter Key or Click OK

Oh, I forgot to mentioned I tried all of those according to MS Support,
it didn't work very well.
