Corrupted Files after last update.

Recently I've been unable to download executable files from any website and
have been having issues downloading optional Windows updates. The odd thing
though was that I was still able to surf the net.

I ran anti-virus and spyware detection software with no results. The problem
got so bad that I formatted my hard-drive and reinstalled windows.

I went step-by-step. Installing each new peice of software then testing my
ability to download. I ran into the issue again after I updated windows. I've
tried turning off all firewalls and Nvidia Active Armor, but that does not
fix the problem. Every file I attempt to download is corrupted. Please help.
