Could not extract Wise0132.dll

Trying to install some programs on my computer. Norton's and a registry
repair tool. On the registry repair tool, I get an error message that
says..... Could not extract Wise0132.dll to 'C:\DOCUME~1........

And on Nortons, I get an error tell me that the archive is either in unknown
format or damaged. However, I can install them on other computers, so the
problem lies with this one.

Internet searches are pointing me towards the first error being related to
the window's installer having an issue. The second one does not pop up an
error message like that, but seems to be a similar issue.
