Can anyone tell me please what the second smaller right hand side dial
indicates? The larger dial is obviously current CPU usage but I have no idea
what the second smaller dial which shows 47% on mine is actually measuring.
There is no explanation on the gadget itself or in help. An explanation
would be appreciated.

Sorry, I should have thanked you for the rapid reply. The reason that I said
"I hope not" is that I have 3Gb RAM installed.

If your RAM usage is below 90%, Vista isn't doing its job!
Even though you may not be running programs that use
90%, Vista runs processes in the background which do use
that RAM and automatically releases it if user programs request
it. People seem to think that empty RAM is good RAM.
It isn't.

ram usage meters are notoriously inacurate and i have just looked at the
meter in gadgets and it is your ram usage that the small meter is showing
but that shouldn't be a problem mine is running at 40%just typing this (dual
core 2gb ram)and anyway unused ram is just a waisted resource .

I have an Intel quad core, 3Gb RAM, 8Mb level 2 cache system, just a few days
old, running only standard default system applications in the background so
I thought that 47% of 3Gb RAM seemed rather high.

As you say, it may not be accurate at all!

How can I force Vista to use more RAM?

I have 2gb which never goes above 60%

i tried to explain that in my previous reply to john earl but couldn't
explain it as clearly as you did so i just deleted that part of my reply but
yes i agree 100% i have no problem with my ram or procesors maxing out as
this means that the recourses i have paid for are getting used and not
sitting idle waiting for something to do.this is one reason why vista is in
some ways superior to xp
