Also, check BIOS settings. There may well be a setting that controls what
happens when power is lost, then restored. If it's set to "Power On" or
"Last State" (sometimes the default). Change the setting to "Power Off".
I've seen this on some older Asus motherboards (sorry, I've long forgotten
the model #'s).
On a newer motherboard (Asus P5Q SE/R) I found the setting in the APM
Configuration menu, as "Restore On AC Power Loss".
Find your motherboard make and model, go to their web site and download the
applicable motherboard manual, if you don't already have it.
